Prime Minister Ariel Sharon, this evening (Wednesday), 28.1.2004, held
consultations regarding Israel's preparations for the International Court of Justice in the Hague's discussions on the terrorism prevention fence.

Industry, Trade and Employment Minister Ehud Olmert, Justice Minister Joseph
Lapid, Finance Minister Benjamin Netanyahu, Defense Minister Shaul Mofaz,
Construction and Housing Minister Effie Eitam, Prime Minister Sharon's
Bureau Director Dov Weisglass, Foreign Ministry Director-General Yoav Biran,
Cabinet Secretary Yisrael Maimon, Prime Minister Sharon's and Defense
Minister Mofaz's Military Secretaries, Foreign Ministry Legal Adviser Alan
Baker and other senior Foreign Ministry and Justice Ministry officials
participated in the consultations. Professor Daniel Bethlehem, who is
serving the State of Israel as a legal consultant, was also in attendance.

It was decided that Israel would file a document with the International
Court of Justice in the Hague regarding the Court's lack of jurisdiction on
this subject. The document will detail various issues which led Israel to
construct the terrorism prevention fence, such as: the right of
self-defense, Palestinian terrorism, etc.

It was agreed that a ramified information campaign would be conducted
parallel to the legal proceedings, in Israel, the US and Europe.

Further consultations on Israel's preparations for the Hague discussions
will be held following the submission of the aforementioned document and
after receiving the legal documents that will be submitted by other
countries, in order to assess the situation.
